Block type base with a perpendicular aperature that holds valve housing and locates the shaft within 0.005 in. In the housing; locates valve disk in proper relation to the shaft via a stop pin and centers the disk in the valve housing bore to within 0.002 in. Via a knife edged collar; a locator pin on the fixture locates the shaft assembly at the proper rotation relative to the disk by inserting through the cam lever; when shaft and disk are properly located, the shaft is drilled using the holes in the disk as pilots
